Mr. Stanislaw Malachowski, the Speaker of Congress, initiated the session by emphasizing the importance of continuing and strengthening the work started with the Constitution of May 3rd for the benefit and happiness of the nation. This work, he noted, is praised not only by the citizens but also by foreign nations in their writings and proclamations. Since the law has allowed cities to send their delegates to Congress, these representatives should now be seated in the legislative chamber.

Mr. Wybicki, a plenipotentiary from the Poznan region, expressed gratitude to The President and the Houses of Congress for restoring the rights to the cities that had been taken away over the past two centuries and for allowing their participation in congressional deliberations. He vowed on their behalf that they would be willing to lay down their lives and fortunes for the defense and encouragement of the common homeland. He also announced that the cities had pledged twelve cannons to the Union and requested The President's permission for the cities to erect a statue in Warsaw to honor the greatest of kings as a sign of gratitude and as a historical legacy.

Reverend Hugo Kolłataj, Under Secretary of State for Poland-Ukraine, acknowledged the ministry's approach to the throne and responded to the city delegates’ concerns and requests. Regarding the proposal to erect a statue for The President, he stated that it would serve as a reminder of the city residents' gratitude and the immortal glory of the current Congress. He then invited the city plenipotentiaries to kiss The President's hand, followed by Senators, Cabinet members, and Representatives.

Prince Michał Poniatowski, the Senate's Speaker, shared with the Houses of Congress that during his travels abroad for health reasons, he had heard praise for the Congress and the new Constitution, making it an honor to be called a Pole overseas. He urged continued unity in concluding all matters still necessary for the prosperity of the nation and its citizens.

Mr. Stanisław Manuzzi, Representative from Braslaw, requested information on the resolution given by the Prince-Elector of Saxony regarding his election to the Polish throne and proposed that an extraordinary envoy be sent to convey that he had been summoned by the nation to the Polish crown.

The President, King Stanisław August Poniatowski, after summoning the Cabinet to the throne, announced that updates on negotiations pertinent to the nation’s prosperity would soon be provided by the Minister of Foreign Affairs. He said these updates would demonstrate how the new Governmental Constitution, which has been revered both domestically and abroad, has brought respect and esteem to the nation. He firmly declared his willingness to lead and even shed his own blood in defense of this Constitution should anyone dare to infringe it. His statement was met with unanimous consent from the chamber, with all expressing readiness to sacrifice their lives in defense of the country and its established laws for the happiness of the homeland.

Following this, Mr. Jan Łuszczewski, the Secretary of Congress read out a draft ordinance for the appellate courts of the cities, which was taken into deliberation. The session was then adjourned to Monday, at 10 a.m., that is, September 19, in order to give time to designate city plenipotentiaries to departmental sessions in the States.
